Description: Takover is a special magic that allows allows one to change form into other creatures by souls. In the case of Uzume she is able to take on the forms of Goddesses or CPUs in which  they are known as in Uzume's homeland. These CPUs have the appearance of cute girls though Uzume personailtiy, tactics and abilites vary depending on the CPU she takes on. Goddess Takeover allows Uzume to use various elements, but each Takeover Form can only use one element. For example if Uzume uses a Giddess that has the ice element, any spells that Goddesss Takeover uses can only use ice-based spell based.

Hold up. You say that there's one element each take-over form can have. However, you then go on to say that you can use both elemental and non elemental spells. There isn't any "no element." We have neutral, but you would need a separate take-over, for you would be able to be on par with fire and lightning in the ice take-over form if you could use neutral spells.
